US House of Representatives Oceans Caucus

In 2003 and 2004 the Pew Oceans Commission and the congressionally-mandated and presidentially-appointed U.S. Commission on Ocean Policy each released comprehensive reports that described complementary plans for managing the suite of human activities that affect U.S. coasts and oceans. In response to the Commissions' reports, the Bush administration released the U.S. Ocean Action Plan in December 2004. Despite this plan, the Joint Ocean Commission Initiative, a collaborative effort of both Commissions, recently issued the nation an overall grade of D+ in its

U.S. Ocean Policy Report Card for the limited progress made in recent years to reform U.S. ocean policy.

Since its inception in the 106th Congress, the House Oceans Caucus has served as a bipartisan forum that provides the Members of the House of Representatives with relevant information regarding legislative initiatives and issues affecting the oceans. The Caucus has co-coordinated numerous timely briefings including Capitol Hill Oceans Week and has advocated increased appropriations for the National Oceanic and Atmospheric Administration, the U.S. Fish and Wildlife Service and the U.S. Coast Guard.

House Oceans Caucus members are particularly concerned with ocean security, governance, pollution, sustainable fisheries management, research, exploration and education, and are acutely aware of the opportunities and challenges our oceans offer to our national security, economy and health.
